V0.2 Update

Major design changes based upon some at home playtest to reduce complexity and increase speed.  This combines the work done on Metal Reign (Into the Odd) and ExFrame.  

V0.2 is much more like the new RPG movement of 24XX and Breathless. You only roll dice for player characters. Frames are still dice pools, but you won't roll for challenges. You will roll for the frame and look for a success based on dice that roll 4+. 

I'm keeping Metal Reign 0.14 attached for historical purposes because it is ItO based. 

I am considering ExFrame as a new SRD for other games within the Verse.
